PURPOSE OF THE ROLE:
To be responsible to the Manager of Building Control, or the Head of Planning when acting as proxy for the Manager, for ensuring that all the requirements relating to building control are carried out in an economic, effective, efficient and equitable manner by the Building Control team.
To act as one of the Council's second most senior building control advisor for the professional matters which are the responsibility of Building Control.
To ensure fulfilment of the Council's duties with regard to building control across the Borough, resulting from the following legislative and corporate responsibilities:
the Building Act 1984 and associated Regulations
the London Building Acts (Amendment) Act 1939 including dangerous structures
partnership authority schemes,
professional advice and business development associated with building control, and
other areas of the building industry that may become relevant to the role.
To ensure that services provided by Building Control to external clients, bodies and partners and the Council are delivered to the highest standard.
To be an exemplary deputy manager to the team to ensure it achieves a high quality, customer focused and professional service while being efficient and cost effective.
To assist the Manager in establishing, managing and monitoring budgets that are allocated for the Building Control Team in conjunction with the Head of Planning and in accordance with the Council's policy and any financial regulations or standing orders so as to ensure that the team's objectives are met within budget.
To carry out all duties to the highest professional standards, protecting the reputation and ensuring the integrity of the Council at all times.
KEY ACTIVITIES, DUTIES AND RESPONSIBILIES:
Team and Resource Management
Supervise staff within Building Control Team, in conjunction with the Manager and the other Principal Building Control Surveyor, including
assigning and monitoring of workloads related to operational and other activities;
providing positive performance management and target setting including review mechanisms to monitor progress and achievement of objectives;
assisting officers to explore and implement individual personal development plans;
ensuring compliance with corporate policies related to Code of Conduct, leave, sickness and the like.
Co-ordinate continued professional development needs for staff within the Building Control team in line with industry requirements.
Provide the highest level of support to staff specifically relating to complex tasks and through discussion assist in making practical, effective and statutorily accurate decisions.
Ensure staff are kept aware of relevant changes to legislation, corporate policy or service area strategies and objectives where they relate to their duties.
Ensure the development and provision of customer oriented services through example, motivation and innovation.
Be aware of new developments in all fields relevant to team responsibilities and to make timely recommendations to the Building Control Manager concerning changes or other resource requirements necessary for the maintenance of efficiency, effectiveness and quality standards.
Ensure that the team participates in the development of workplace health and safety procedures relevant to their duties and are aware of and comply with all relevant aspects of the Council's workplace health and safety policies and legislative requirements.
Demonstrate experience as a supervisor in a Building Control or related environment. This experience must include at least five of the following seven areas:
a comprehensive working knowledge of all relevant legislation and technical matters;
a strong history of complex project plan checking;
proven experience in large-scale residential and commercial, and domestic site inspections;
specialist related subjects including fire engineering, energy efficiency, access audits, structural appraisal and the like;
administration and enforcement of legislation of direct relevance;
liaison with relevant organisations in the public and private sectors;
delivery of customer orientated services through motivation and innovation.
SKILLS AND ABILITIES:
Excellent written communication skills with the ability to prepare clear documents and reports on complex building control issues at service area or Council wide level and for internal and external recipients.
Is a confident orator, comfortable with communicating effectively at all levels.
Sound knowledge of the relevant legislation and regulatory framework for the provision of the Building Control function.
Up-to-date knowledge of building control related technical matters including traditional techniques and continually strives for knowledge of innovative techniques.
Specialist knowledge of building control related subjects including fire engineering, energy efficiency, access audits, structural appraisal and the like.
Background in pre-application negotiation and capacity to secure work.
Excellent plan checking skills of large complex projects.
Capable of carrying out risk based assessment for the purposes of operating an effective site inspection regime.
Demonstrated background of dangerous structures assessment and directing emergency works.
